The .NET Compact Framework Remote Performance Monitor that shipped with .NET CF 2.0 SP1 has a number of issues under Vista that prevent it from working properly. You may be able to connect to the tool to a device, but it will no receive any metrics from the device.
I reported this to Microsoft and the news is that these issues are expected to be fixed for .NET CF 2.0 SP2.
