Bill asked about downloading the .NET CF ADO.NET provider for Oracle Lite 10g. I gotta admit, it's not easy to find. You need to download Oracle Database Lite 10g for MS Windows (32-bit) from that link.
The Mobile Development Kit is included in that 350MB download. After installing, you'll find the ADO.NET provider at <Oracle Home>\Mobile\Sdk\ado.net\Oracle.DataAccess.Lite_wce.dll
